About Electoral Leadership Consulting — The Practice and Practitioner

About

A practice built on three decades at the intersection of electoral governance and institutional leadership.

Electoral Leadership Consulting was established to address a gap in the electoral assistance landscape: the leadership dimensions of electoral integrity that technical support rarely reaches.

What we do

Electoral officials in institutional deliberation

Election management bodies are often treated as technical institutions — assessed through calendars, procurement plans, legal deadlines, and operational outputs. These all matter. But the hardest moments in an election are rarely technical alone. They are leadership moments.

They involve judgement under pressure, contested authority, divided institutions, public distrust, political scrutiny, staff fatigue, legal ambiguity, and compressed timelines. In these moments, formal mandates are not always enough. Leaders need decision space, institutional confidence, and the ability to act before credibility is lost.

Electoral Leadership Consulting focuses on that space — supporting commissioners, chief executives, senior secretariat leaders, and international partners who want to strengthen the leadership conditions that make electoral integrity possible in practice.

The practitioner

Rushdi Nackerdien

Rushdi Nackerdien, Electoral Leadership Consulting

Rushdi Nackerdien brings three decades of experience in electoral governance, leadership development, and democracy assistance — including in senior leadership roles within international electoral assistance. He has worked directly alongside election management bodies at critical moments: during contested elections, institutional reform processes, leadership transitions, and periods of heightened political pressure.

His work has spanned commissioner-level leadership development, training system design, strategic communications, and programme leadership across Africa, Asia, Eastern Europe, and beyond.

That experience has produced a consistent finding: electoral institutions do not succeed because they have laws, procedures, technology, or training materials alone. They succeed when leaders are able to use those tools with judgement, legitimacy, and institutional courage — and when the conditions for that kind of leadership have been deliberately built.

Electoral Leadership Consulting draws on that practitioner knowledge. It is not built around generic leadership theory or imported management language. It is grounded in the real pressures faced by election commissioners, chief electoral officers, training leaders, communications teams, and programme partners working inside contested democratic environments.
